Zhao Yukong(a/k/a 赵宇空, Yukong Mike Zhao, or any other alias) was admitted to the Department of Modern Physics of the University of Science and Technology of China (USTC) from No. 16 Middle School in Kunming, Yunnan in 1980. After graduation (estimated to be 1984, 1992-8=1984, 1980+4=1984), he worked at the Institute of Science and Technology Policy and Management Science of the Chinese Academy of Sciences (CAS). He worked at the Chinese Academy of Sciences for 8 years, moved to the United States in 1992, and obtained a Master of International Business Administration degree from the University of South Carolina in 1996. From May 2005 to September 2007, he served as Director of Strategic Planning and Business Development of Siemens Power Generation Group in China. From October 2007 to March 2013, he served as Director of Business Development of Siemens China. In 2015, he served as Global Planning Director of Siemens Energy (USA). On the afternoon of April 24, 2022, Zhao Yukong attended a meeting with alumni running for state legislators held by the Alumni Association of USTC in Chicago in the northwest suburbs of Chicago. Zhao Yukong's Relationship with CCP’s Top Leadership

In 2013, Zhao Yukong claimed that he met with Wen Jiabao, member of the Standing Committee of the Political Bureau of the CCP Central Committee, Premier of the CCP regime, and Secretary of the CCP Central Secretariat (his most actual power in the CCP should be Secretary of the CCP Central Secretariat) in Zhongnanhai in 2001 with the South American Experts Group. In 2004, he was interviewed by China National Radio, the predecessor of China Media Group.

Siemens Zhao Yukong worked for delivered equipment to or cooperated with entities related to bio-weapon program of CCP

On October 10, 2005, Siemens Medical Systems signed a memorandum of understanding with the General Hospital of the Chinese People's Liberation Army in Beijing. According to the memorandum of understanding, Siemens Medical Systems will establish a modern molecular imaging center in the General Hospital of the Chinese People's Liberation Army. Siemens Medical Systems signed this memorandum of understanding to enable the Chinese People's Liberation Army to cultivate its own human resources through various training programs and strengthen the exchanges between the General Hospital of the Chinese People's Liberation Army (later developed into the Joint Logistics Support Force of the Chinese People's Liberation Army, #JLSF #PLA) and its international counterparts. Cao Wuchun, one of the core institutions of the Chinese Communist Party's biological warfare, participated in the publication of papers in 2008 and 2011, which mentioned the use of Siemens equipment.

It appeared that there was likely to be some kind of relationship between PLA JLSF’s deliberate release of COVID-19 virus/SARS-COV-2 for military drill and COVID-19 pandemic resulting in more than 1 million American deaths, tremendous economic losses and many intangible losses, such as lost learning curve and lost classroom courses. But the Asian American organisations related to Zhao Yukong, Xi Van Fleet or Lily Tang Williams that purport to call out PLA on COVID-19 origin keep silent, in spite of revealing of US Congress investigations.

Original words used to describe situation of University of Science and Technology of China Alumni Association, “The External Liaison and Fund Affairs Office of USTC is a functional department of the University responsible for communicating with the outside world in accordance with the relevant policies of the National Education Fund Management and Alumni Organization Management. …Currently, the External Liaison and Fund Affairs Office is in charge of the relevant matters of USTC Education Foundation and USTC Alumni Association. (I) Education Foundation USTC Education Foundation is the only foundation registered and established by USTC in accordance with the law and has legal person status. It accepts and manages donations from all walks of life on behalf of the University and applies for donation matching in accordance with the law. It is a non-profit social organization with the qualification of pre-tax deduction for public welfare donations. The Political Structure and Party Control of the USTC Alumni Association: A Charter-Based Analysis

However, less understood in the West is how its alumni association functions not as an independent body, but as a tightly controlled entity under the leadership of the Chinese Communist Party (CCP) and the Chinese Academy of Sciences (CAS). This article consolidates and examines key provisions of the USTC Alumni Association's official charter, revealing the extent of CCP and CAS control over its structure, leadership, and operations.

1. Official Naming and Structure

According to the Charter of the Alumni Association of the University of Science and Technology of China, as published on the official website:

"Its official English name is 'Alumni Association of University of Science and Technology of China' and its Chinese name is '中国科学技术大学校友会'." (Section 1)

This clarifies the official nomenclature used in English and Chinese.

2. Adherence to Communist Party Leadership

The Association is not apolitical. It is an explicit political entity aligned with the Chinese Communist Party:

"Section 5: The Association adheres to the overall leadership of the Communist Party of China, establishes organizations of the Communist Party of China, carries out party activities, and provides necessary conditions for the activities of party organizations in accordance with the provisions of the Constitution of the Communist Party of China."

This provision leaves no ambiguity about the ideological alignment and political control embedded within the association.

3. Supervision by the Chinese Academy of Sciences

Section 4: "The Association accepts the business guidance and supervision of the Chinese Academy of Sciences, the business supervisory unit, and the Ministry of Civil Affairs, the social organization registration and management authority."

Section 26: Office-holders exceeding age limits must be voted through by the Board of Directors, reported to the business supervisory unit for review, and approved by the social organization registration and management authority.
Section 27: Term limits may only be extended with a two-thirds vote, then reviewed and approved by the supervisory unit and registration authority.
Section 28: The President is the legal representative. If replaced, it must be approved by the Board and both CAS and the registration authority.
Section 37: A financial audit by the supervisory unit is mandatory before term changes or new legal representatives.
Section 41: Amendments to the charter must be approved by the business supervisory unit within 15 days of adoption.
Section 43-46: Even dissolution of the Association must be approved by CAS and the registration authority, with liquidation handled under their guidance.

Section 7 details the business scope:

(i) Strengthening connections with alumni, promoting their contribution to national construction and alma mater development;

(ii) Scientific, cultural, and friendship activities;

(iii) Establishing alumni databases and school history materials;

(iv) Managing alumni websites under state regulations;

(v) Organizing undertakings that serve the motherland, society, alma mater, and alumni.

This mission is not neutral—it is integrally tied to advancing Party and state goals.

5. Subordinate Structures: Branches and Entities

The operational structure is extensive and centrally managed. According to:

Section 30: The Secretary General exercises the following powers:

(i) Host daily work and implement annual plans;

(ii) Coordinate work of branch institutions, representative offices, and entity institutions;

(iii) Nominate heads of all internal units for Board approval;

(iv) Hire full-time staff for all institutions;

(v) Handle other daily matters.

This institutionalizes an expansive network of CCP-compliant alumni substructures. These are not informal alumni chapters; they are fully integrated, hierarchical organizations.

Conclusion: A Controlled Political Apparatus

The USTC Alumni Association is not an independent civil society organization. It is a Party-led, state-supervised entity with a sprawling structure of regional and functional branches. Every major appointment, charter change, or structural decision is subject to approval by the Chinese Academy of Sciences and/or the Ministry of Civil Affairs. Its mission is to integrate alumni into the ideological, professional, and international goals of the Chinese Communist Party.

Western institutions, businesses, and governments interacting with USTC alumni organizations must recognize these facts and treat such associations accordingly: as political, not simply academic, organizations.

Conneting Zhao Yukong with Xi Van Fleet

In June 2023, Zhao Yukong showed up at the U.S. Supreme Court with a very specific group.

On August 8, 2023, it was reported Lily Tang Williams (唐蓉 or 唐百合), Yukong Zhao and Xi Van Fleet (范希) appeared together to join an event claimed to expose ‘American Maoism’.

On June 29, 2024, the Asian American Coalition for Education (AACE) hosted the Second National Conference on Equal Education Rights at the Hyatt Regency Washington on Capitol Hill in Washington, D.C.
